The initiative to establish the APEC Port Services Network proposed by Chinese President Hu Jintao at the 14th APEC Economic Leaders' Meeting in November 2006 was unanimously endorsed by all leaders at the meeting.

The 5th APEC Transportation Ministerial Meeting reaffirmed the commitment for an early establishment of the APSN and instructed the APEC Transportation Working Group (TPT-WG) to assist China in establishing the APSN in a timely manner.
6-8 June 2007, Ningbo, China
The Symposium on APSN adopted an outcome report on the framework of the APSN, outlining the objectives, functions and principles of the APSN.

The APSN Office was set up in Beijing, China.

The APSN Constitution was unanimously adopted by the APEC TPT-WG 30.

The APSN Constitution entered into force.
3-5 November 2008, Ningbo, China
The Inauguration Conference of APSN and the first session of the APSN Council was successfully held. The Council elected its President and Vice President, and appointed the Secretary-General of the APSN. The Council also adopted the APSN Mission Statement, Rules of Procedure for the Council, Action Plan for APSN in 2009 as well as the APSN Strategic Directions and Long-term Action Plan, which laid a good foundation for the full operation of the APSN. As decided by the Council, the APSN Office was transformed into the APSN Secretariat.
4-6 May 2009, Vancouver, Canada
The Extraordinary meeting of the APEC Port Services Network (APSN) Council, hosted by Transport Canada, was successfully held in Vancouver, Canada from May 4-6, 2009. Council Members along with over 30 Regular Members and other observers attended the meeting.
After an extensive discussion at the meeting, the Council agreed to grant Regular Membership to 21 applicants and adopted the proposed agenda of the APEC Port Services Network Conference on Port Development. The council also gave precise directives regarding three other projects, specifically the APEC Port Database, a training workshop for senior management of APEC port facility security, and the 2007 Report on Asia-Pacific Port Development.
